The Vote-Wasting Machine

The Division Device is how parties split you along ethnic, religious, and regional lines. APC and PDP are not opponents. They are partners in the same business — the business of keeping you divided while they divide the national cake. They wear different colours. They serve the same table. Research by the Carnegie Endowment for International Peace confirms it: "Little distinguishes Nigeria's two main political parties." Both are what academics call "almost identically structured, non-ideological organizations." The division between them is theatrical. The division between you and them is real.

Look at the evidence. Both parties monetize primaries. Both rely on governors as de facto state party leaders. Both are trapped in cycles of litigation. Both experience near-identical leadership crises. Both practice candidate imposition. Both lack any programmatic ideology. When PDP was in power, APC screamed about corruption. Now APC is in power, and the same corruption continues. The names change. The game does not.

The Memory Eraser is how parties make you forget every promise, every betrayal, every broken contract. Four years ago, your candidate said he would fix the roads. He fixed his house instead. Now he is back with a new wrapper and the same slogan. And you are cheering again. The Memory Eraser is the party's most reliable weapon. The delegate who receives $10,000 at the primary is not representing you. He is auctioning your future to the highest bidder. The youth mobilizer who gets a "stipend" of N15,000 per month is not a party worker. He is a rented voice who will defend anything his paymaster demands.

Hunger makes the poor sell their votes. Hunger makes the middle class sell their conscience. Hunger makes the delegate sell the entire election before you see a ballot. And the N2,000 transport money they give you on election day? That is not generosity. That is the price of your silence for the next four years.

The Story

Ibrahim is 42. He is what party documents call a "statutory delegate" — a former local government chairman from Kano North with a faded PDP membership card and a squint from decades of reading files in dim offices. He arrives at the APC presidential primary in Abuja with N20,000 in his pocket, a borrowed agbada, and the energy of a man who knows his value is about to be tested.

By the time he checks into his hotel in Wuse, three campaign teams have visited his room.

Team A offers $5,000 in crisp hundred-dollar bills. The young man delivering it calls himself a "logistics consultant." He does not make eye contact. He counts the money onto the bedspread like he is dealing cards. Ibrahim watches. He has not seen this much cash in one place since he left office.

Team B offers $8,000, plus a whispered promise of a board appointment "once we take the Villa." The messenger is a serving commissioner from a South-South state. He mentions the candidate's name like it is a password. Ibrahim nods. He has heard this password before.

Team C offers $10,000 and a "consultancy contract" already typed on hotel letterhead. The signature line is blank. The contract duration is twelve months. The monthly payment is $3,000. Ibrahim does the mathematics in his head. That is $46,000 total — more than his eight years of local government service earned him in pension.

Ibrahim takes Team C's money. He counts it twice in the bathroom, the fan whirring overhead, the water from the tap running brown. The next day at Eagle Square, he raises his ballot with 2,339 others who made similar calculations in similar hotel rooms. The candidate wins. Ibrahim flies home to Kano with $10,000 in his luggage. That is more than his annual pension. More than his son's university fees. More than the surgery his wife has been postponing for eighteen months.

His neighbour, Musa, will vote in the general election seven months later. Musa will receive nothing. No envelope. No contract. No board appointment. Musa will stand in line for three hours at his polling unit under the hot sun, get ink on his little finger, and cast a vote for a candidate Ibrahim already selected before Musa even knew there was a primary happening.

"That is the difference," Ibrahim explains to his son that evening. They are sitting on the veranda. The generator hums in the background. The smell of kerosene mixes with the evening air. "The primary is where they buy the candidate. The election is where they buy the public. I am expensive. The public is cheap."

His son asks if this is right.

Ibrahim laughs. A dry sound. "Right? Who told you politics is about right? Politics is about arithmetic. Two thousand, three hundred and forty delegates. Two hundred and twenty million Nigerians. Do the division. Each delegate represents about ninety-four thousand people. But the delegate gets ten thousand dollars. The ninety-four thousand people get nothing. That is not representation. That is expropriation."

He sips his tea. It has gone cold.

"But me," he says, tapping his chest. "I am a rational actor."

The Fact

Nigerian party primaries are auctions, not elections. The numbers do not lie. They only shame us.

In the 2022 APC presidential primary, Bola Tinubu won with 1,271 delegate votes. Each delegate reportedly received between $10,000 and $25,000. With 2,340 delegates at Eagle Square, Tinubu's vote-buying budget alone ranged from $12.7 million to $31.8 million. That is between N19 billion and N48 billion at 2022 exchange rates. Research published in the Journal of African Elections documented these figures through direct delegate interviews. One delegate from a South-Western state reported receiving $25,000. A delegate from a North-Eastern state received $10,000. These are not rumours. These are sworn testimonies in academic research.

Yemi Osinbajo, the sitting vice president, offered $5,000 per delegate. He lost. Think about that. The Vice President of the Federal Republic of Nigeria offered five thousand American dollars per delegate — and lost. Because his opponent offered more. That is the market. That is the system. That is how your candidates are chosen.

At the PDP primary held at Moshood Abiola National Stadium, Atiku Abubakar paid $10,000 to $35,000 per delegate across 811 voters. Nyesom Wike reportedly paid $30,000 per delegate. The Daily Nigerian newspaper reported that delegates received at least $35,000 each from Atiku and Wike, with amounts escalating as the two front-runners tried to outbid each other. One delegate described the process as "like an auction," predicting delegates could get $40,000 to $60,000 each before it ended.

Dele Momodu, who contested the PDP ticket, told The Whistler newspaper: "I spent nearly N50 million on my nomination form and received not even one vote because everything was monetized. There was one of the candidates who paid as high as $30,000 per delegate. They have stolen the country blind." Momodu is not a disgruntled outsider. He is a veteran journalist and politician who entered the race with credentials and experience. His N50 million nomination form fee bought him zero votes. The market had spoken: pay the delegates, or go home.

Peter Obi refused to pay. He looked at the auction, assessed his bank balance against the bidding, and walked out. He got zero votes and left the party. His defection to Labour Party transformed the 2023 election — but it also proved the machine's power. Tinubu still won, because the delegate market had already done its work. Obi's integrity was economically uncompetitive in a market where competitors spent $30,000 per vote.

The Electoral Act says vote-buying is punishable with up to N500,000 fine or 12 months imprisonment. Not one delegate-buying prosecution has happened. Not one. The EFCC was present at both primaries in 2022. According to research in the Journal of African Elections, security agents were "allegedly paid off to only appear to be on the lookout for vote buying, but not actually look for it." Their presence was described as "sheer buffoonery." This is the agency created to fight financial crimes. At the scene of the biggest open-air vote-buying market in Nigerian history, they stood and watched.

Here is the arithmetic that should enrage you. Just 1,642 combined delegate votes — across both APC and PDP — determined which two candidates 220 million Nigerians could vote for. Those 1,642 delegates were not elected by the public. They were selected by party officials, paid by campaign teams, and bound by nothing except the highest bidder's envelope. Every other Nigerian was a spectator at their own democracy.

The godfather system that produces these delegates has a documented template. The Chris Uba–Chris Ngige case from 2003 exposed it completely. Uba, a wealthy PDP chieftain, sponsored Ngige's governorship in Anambra with a written contract requiring repayment of N2.5 billion. The contract had three enforcement mechanisms: a signature, a shrine oath at Okija, and a bank account number. When Ngige tried to govern independently, armed police abducted him from Government House. Uba later boasted publicly: "I am the greatest godfather... because this is the first time an individual single-handedly put in position every politician in the state."

Twenty years later, the same system operates nationally. Only the numbers are bigger. The N2.5 billion installation cost for one governorship in 2003 has scaled to $30 million or more for a presidential primary in 2022. The shrine oath has been replaced by EFCC threats and political exile. But the logic is identical: political office is a leveraged buyout, and the voters are the target company's employees.

What This Means For You

• Every naira spent buying a delegate's vote will be recovered from public funds — your hospital's drugs, your child's school teachers, your road's pavement
• Your ward chairman probably did not elect those delegates. He was appointed by the LGA chairman, who was appointed by the state chairman, who was installed by the governor, who was sponsored by a godfather. The chain of accountability runs upward to money, not downward to voters

The Data

The Lie

"Our party practices internal democracy."

This is the biggest lie in Nigerian politics. APC and PDP have zero internal democracy. Candidates are selected by godfathers, not members. Delegates are handpicked by officials, not elected by wards. In Benue State, research by the Centre for Democracy and Development found that 71.4 percent of PDP candidates emerged through "consensus among party members with the influence of godfathers." That is not democracy. That is appointment wearing a different name.

"The nomination form fee filters out unserious candidates."

N100 million for a presidential form is not a filter. It is a wealth test designed to keep the poor out of power. It is seven times the president's annual salary. It eliminates qualified women who cannot raise 100 million naira. It eliminates youth who have not spent decades extracting wealth. It eliminates everyone who is not already rich or connected to a godfather who will "invest" in their candidacy and demand returns.

"Delegates represent the will of the people."

Delegates represent the highest bidder. Research in the Journal of African Elections found that some delegates "collected money from multiple candidates despite being pledged to support specific aspirants." They double-dipped. They arbitraged. In one case, a losing candidate in the North-West "allegedly asked for refunds of the $2,500 he had given to each of the PDP delegates." The primary had not merely a purchase price but a return policy. This is not representation. This is retail.

The Truth

The delegate market is a criminal conspiracy operating in plain sight. It steals your democratic choice before you reach the ballot box. It converts political office into a commodity traded by 2,000-3,000 people in hotel rooms. It makes a mockery of every promise about "one person, one vote." And it does all this legally — because the law against vote-buying is written but never enforced. The delegate who sold your representation for $10,000 will see you at the polling unit on election day, shaking your hand, asking for your vote. And you will give it — because you do not know that he already spent it.

Citizen Verdict — Do These Five Things This Week:

1. Ask your ward chairman when the next delegate congress is. Demand to attend. Demand to see the delegate list. Photograph it if allowed. If he refuses, ask why a public process requires secrecy
2. Find out who your current delegates are. Ask three neighbours if they voted for those delegates. If nobody did, the delegates represent money — not your ward. Post this on your community WhatsApp group
3. Post on your WhatsApp status: "Our delegates sell our votes for $10,000. Our votes are worth N0. Something is wrong." Tag local media handles
4. Contact your state assembly representative. Ask them to sponsor a bill requiring public disclosure of delegate selection procedures and criminal penalties for vote-buying at primaries
5. Refuse to campaign for any candidate who cannot prove their primary was free of vote-buying. Make this your standard. Ask before you knock on doors

The Story

Aminat was twenty-eight. She had a law degree from Obafemi Awolowo University. She ran an NGO that built twelve classrooms across three local governments in Ogun State. She had saved N2 million. The party nomination form for House of Representatives cost N5 million. She borrowed N3 million from her mother, who mortgaged her shop in Ijebu-Ode. The shop where she had sold groceries for twenty years. The shop that fed Aminat through university.

Aminat collected signatures from ward chairmen in all twelve wards. She filled every field on the form. She attached her tax clearance. She arrived at the party secretariat on screening day wearing her only suit — navy blue, bought for her call-to-bar ceremony. The suit had cost N35,000. She had paid it in instalments.

The screening room smelled of stale cigarette smoke and power. Twelve aspirants sat on plastic chairs arranged in a semicircle. Aminat was one of seven women. The others were men — two lawyers, three businessmen, a former local government chairman, and the incumbent's younger brother.

The party chairman — a man in his sixties who held the same position for fourteen years — read from a folded sheet of paper he never unfolded. He did not look at the aspirants. He looked at the paper.

"On this seat," he said, "the party has reached consensus. The incumbent will continue."

Aminat stood. Her knees pressed against the plastic chair in front of her. She had supporters. She had a track record. She had borrowed N3 million from her mother.

"I have not withdrawn my aspiration," she said. "I have not given my consent. I am here to compete."

The chairman smiled. Not cruel. Practiced. The smile of a man who has said these words many times before.

"Consensus," he repeated, "means we have agreed. You are not part of the agreement."

He called the next seat. The incumbent's younger brother. "Consensus. The brother will take this seat."

By the time he finished, six of seven women had been told "consensus" was reached. One wept into her hijab — she had sold her car to pay the nomination fee. Another threw her form on the floor and walked out — she had closed her business for three months to campaign. Aminat collected her papers and walked outside.

On the steps, she met the six other women. They stood in the afternoon heat, holding folders that no longer mattered, wearing suits purchased for a democracy that did not exist.

"My name is Aminat," she said. "And I am not part of anyone's consensus."

They formed "The Unconsensus Movement." They ran as independents. Three won. The party called them traitors. The voters called them representatives. Aminat won her seat. She became the youngest woman in the State House of Assembly. On her first day, she introduced a bill requiring all primary elections to be publicly video-recorded. It did not pass. But she introduced it again the next year. And the next.

"Consensus," she tells every audience now, "is what they call it when they exclude you before you start. I am not consensus. I am competition."

The Fact

Nigeria's Electoral Act offers three ways to choose candidates: direct primaries, indirect primaries, and consensus. Every path leads to the same destination. Your choices are made before you see the ballot.

Direct primary means every registered party member votes at ward centres. It is the most democratic on paper and the rarest in practice. No Nigerian party has a verified membership database. The APC claims 40 million members. The PDP claims 30 million. Neither can produce membership cards for one-tenth of those numbers. So who votes in a direct primary? Anyone the ward chairman says is a member. That is not democracy. That is controlled participation.

In December 2021, the National Assembly passed a bill requiring direct primaries for all nominations. This would have killed the delegate market — you cannot buy 500,000 ward voters the way you buy 2,340 convention delegates. President Buhari refused to sign, citing "humongous cost." This from a presidency managing security vote budgets measured in trillions. Governors pressured lawmakers furiously. On January 31, 2022, the National Assembly blinked. It made direct primaries optional. The revolution was over before it began.

Indirect primary is the default. It has five stages, and each stage filters out democracy like sediment through a sieve. Stage one: ward congress, where thugs control venues and delegates are handpicked by officials. One APC delegate interviewed by researchers admitted plainly: "There was no laid down procedure. It was we [the officials] that discussed who is to be chosen... we picked the persons." Stage two: LGA collation, where original results are discarded and new numbers are written by chairmen following phone instructions from state leadership. Stage three: state screening, where reformers are disqualified on "technicalities" while the governor's relative sails through. Stage four: appeal, heard by the same party machine that caused the problem. Stage five: the national convention, where delegates receive cash envelopes the night before and vote according to instruction.

Consensus is the most elegant lie in Nigerian politics. The law says it requires "written consent of all cleared aspirants indicating voluntary withdrawal." In practice, it means the godfather picks his candidate and pressures everyone else to step aside. Financial incentives are offered. Intimidation is applied. Threats of political exile are whispered. Those who resist are branded "disloyal" or "divisive" — labels that become career death sentences within the party.

In Benue State, 85 percent of surveyed respondents agreed that "political elites within PDP decided and dominated primary election decisions." Samson Itodo of YIAGA Africa put it with precision: "What is unfolding is not consensus; it is elite imposition. It is unmistakably clear that consensus candidacy has become a practice whereby political parties, godfathers, and so-called party stakeholders anoint a candidate ahead of any competitive process, then exert pressure on other aspirants to withdraw, step aside, or be simply ignored."

For the 2027 election cycle, at least 22 APC governors have already endorsed President Tinubu as their "consensus" presidential candidate. These same governors are replicating the model downward — anointing successors, selecting senators, choosing House members. Kwara State Governor AbdulRazaq disclosed that the President gave governors "latitude to conduct primaries through consensus or direct voting." The latitude was not democratic choice. It was permission to impose.

The exclusion is systematic and deliberate. Nigeria ranks 184 of 192 countries for women's parliamentary representation. Women hold just 3 of 109 Senate seats — 2.7 percent. They hold 14 of 360 House seats — 4.7 percent. Women are 49.5 percent of Nigeria's population. They hold 2.7 percent of Senate seats. This is not underrepresentation. It is engineered exclusion calibrated to reproduce one demographic profile: male, wealthy, able-bodied, and over fifty.

A female lecturer asked researchers: "How can a woman bring out 100 million just for APC Presidential nomination form?" The N100 million form is a filter designed to exclude all but the independently wealthy. Since Nigerian women control a fraction of national financial assets, fee structures automatically eliminate most potential female candidates. After 2011, research found that "the elimination of women through manipulation of outcomes was virtually party policy across the board."

Persons with disabilities fare worse. Between 2019 and 2025, only four PWDs held elective office across all government levels — less than 0.1 percent. Zero were women with disabilities. Jake Epelle of TAF Africa said it plainly: "For too long, more than 99 percent of the positions we occupy have been more or less like charity. We are tired of being given this tokenism of a special assistant."

Youth are 60 percent of the population but held only 3.5 percent of House seats after the 2019 elections. The Not Too Young To Run Act of 2018 reduced age limits — a landmark victory. The result? Of 22,823 youth candidates in 2019, only 3.5 percent were elected to the House. Only 2 percent to State Assemblies. Both major parties nominated candidates over 70 for president in 2023. The law opened the door. The parties blocked it with gerontocracy. As the International Republican Institute observed, "increased representation will only be achieved if party primaries and congresses are democratic." They are not.

The courts are overwhelmed but occasionally effective. In the 2023 cycle, 1,893 pre-election cases were filed. Over 1,000 landed at the Federal High Court, which has only 77 judges. The landmark Zamfara case of 2019 — where the Supreme Court nullified ALL APC victories for failing to conduct primaries — should have changed everything. Instead, parties learned to create the appearance of compliant primaries while maintaining elite control. The lesson was not "hold genuine primaries." It was "cover your tracks better."

What This Means For You

• If you are a woman, youth, or person with disabilities, the primary system is working exactly as designed — your exclusion is a feature, not a bug
• "Consensus" means someone chose for you. It does not mean everyone agreed. If you did not consent, it is not consensus. It is command

"Our primary was free and fair."

When 71.4 percent of candidates in Benue emerge through "consensus among party members with the influence of godfathers," the primary was neither free nor fair. When screening committees disqualify over 150 aspirants across multiple states for "technicalities" while the governor's nephew sails through, the process is a precision weapon aimed at reformers. When six of seven women are told the party has "reached consensus" without their input, the consensus is coercion wearing a necktie and a party scarf.

"Women and youth are the future of our party."

Nigerian parties nominate presidential candidates over 70 while youth are 60 percent of the population. They give women token deputy positions and call it inclusion. They pass laws reducing age limits and then nominate gerontocrats. They claim 35 percent affirmative action targets and deliver 4.7 percent. Talk is cheap. Nomination forms are expensive. Primary elections are closed. That is the real message.

The Truth

By the time you see a candidate on the ballot, five filters have removed everyone the machine does not own. The screening committee eliminates reformers on technicalities. The consensus arrangement eliminates challengers through pressure. The delegate market eliminates candidates who cannot pay. The nomination fee eliminates anyone who is not wealthy. And the godfather's approval eliminates everyone who might govern independently. Your vote at the general election is not a choice. It is a ratification of choices made in rooms you will never enter, by people you never elected, using money that will be recovered from your future.

1. Find out which primary method your party used last time. If it was consensus, ask who agreed. Write down the names of everyone who "consented." Publish the list in your community
2. If you are a woman or youth, form a group of ten. Attend the next ward meeting together. Sit in the front. Ask questions. Request minutes of previous meetings. The arithmetic of presence changes everything
3. Document the screening process. If aspirants are disqualified, ask for written reasons. If the reasons are "technicalities," post them on social media with the hashtag #ScreeningScam
4. Demand direct primaries for every level of election — not just president. Call your state assembly member. Make it an issue. Organize a petition

The Story

Emeka is 31. He lives in a two-room apartment in Awka and works as a data analyst for a logistics company in Onitsha. In 2022, he had never attended a political meeting. He had never met a ward chairman. He did not know what a collation centre looked like from the inside. What he had was a WhatsApp account, 217 contacts, and a conviction that Nigeria could be different.

By October 2022, Emeka organized 500 volunteers across his local government. They had no party office. No printed banners. No transport allowance. What they had was a Google Sheet with names, phone numbers, and polling unit assignments. They met in church halls, beer parlors, and under mango trees. They called themselves "Obidients" before the word became a national brand.

"We proved structure is not wards and chairmen," Emeka says, sitting on the veranda of his apartment. The power is out. The generator two compounds away provides a distant hum. "Structure is people who believe."

Election day, February 25, 2023: Emeka's ward recorded 72 percent turnout — the highest in Anambra State. The Labour Party won by 4,000 votes. His volunteers served as polling unit agents at 34 of 42 units. They photographed result sheets. They followed the sheets to the ward collation centre. They stayed until the final figures were announced at 2:00 a.m.

"We did not just vote," Emeka says. "We watched. We documented. We protected."

But Emeka's ward was one of 176,846 polling units nationwide. When the national results came, Tinubu had won with 36.6 percent — a plurality built not on popularity but on protection. While the Obidients tweeted, APC agents slept at collation centres. While Labour Party supporters celebrated on WhatsApp, PDP and APC agents were rewriting results in ward offices with no internet connection.

A Labour Party polling unit agent from Nasarawa State described it this way: "I was at my polling unit from 6:30 a.m. to 10:00 p.m. We had agents at maybe 40 percent of polling units in our LGA. At the ward collation centre, APC agents were there with their lawyers, their cameras, their party officials on speed dial. We had enthusiasm. They had infrastructure. When the returning officer 'adjusted' the figures, there was nobody from LP to challenge it in real time."
